Blinds for HDB Household Shelter (Bomb Shelter) Windows: What Works in Singapore

The household shelter (often called the bomb shelter) in a newer HDB flat is usually used as a study, storeroom or kids' room. Its window is small and deeply set, and the walls are thick, which makes it a slightly different blind job from the rest of the home.

What Is Different About a Household Shelter Window

Household shelters are built with thick reinforced walls, and the window is typically small, set deep in the wall, with a metal-framed casement or sliding panel. That means a deep recess (good for fitting a blind inside), little wall space around the opening, and a window that is often kept shut for safety and noise reasons. Layouts vary by flat type and project, so always measure your own opening rather than assuming.

Many owners turn the shelter into a bedroom, a study or a gaming room, so light control and privacy matter more than you might expect for such a small window.

Before You Drill: Check the Rules

The shelter is a protected structure, and HDB has guidelines on what you can and cannot do to it. Treat the shelter walls and door as off limits for alterations, and check HDB's current renovation guidelines or ask your contractor before fixing anything into the shelter walls. We are not able to give regulatory advice, so please confirm with HDB if you are unsure. In practice, a blind that sits in or on the window recess using the standard small brackets is normally a light fixing, but it is still best to check.

If your unit is rented, also see our renters guide on what comes off cleanly.

Which Blinds Suit a Small Deep-Set Window

Option Why it works Watch out for
Roller blind (from $55/sqm)Neat inside-recess fit, blackout fabric available from $60/sqm, simple to motorise1.5 sqm minimum billing applies to small windows, so small sizes cost more per sqm
Combi / Zebra (from $88/sqm)Day-to-night light control on a small window, Dimout or Blackout tiersCannot reach true 100% blackout, see our opacity guide
Venetian (from $80/sqm)Adjustable slats, humidity friendly materials, good for study roomsSlats sit in the recess, so check clearance for the window handle
Curtain track (from $150)Only if there is enough wall or ceiling space around the openingThick walls and small openings often leave little room to fix a track

For most shelter windows we point customers to a roller or Combi blind, because the deep recess hides the headrail and gives a clean result.

Motor, Power and Signal Considerations

Thick concrete walls can weaken Wi-Fi and hub signals, and the shelter is often at the far end of the flat. If you choose a Tuya or Aqara motor, test your signal in the room before installing, and read our hub placement guide for practical placement habits. A battery (cordless) motor, which adds roughly $20 to $40, avoids the need for a nearby socket and is handy when the shelter has few power points. A hardwired motor needs a plug within reach, so check sockets first, and see our battery vs hardwired guide for the trade-offs.

Measuring a Recessed Shelter Window

Measure the recess width at the top, middle and bottom and use the smallest reading for an inside-recess fit, and measure drop in more than one spot. Our measuring guide covers the technique, and our free on-site survey can confirm the numbers before you order. Remember the 1.5 sqm minimum billing rule, which means very small windows are charged at the minimum area.

Using the Room Well

If the shelter is a child's room or a nap room, blackout fabric plus a scheduled wake-up scene works nicely, and cordless blinds avoid hanging cords, as covered in our child and pet safety guide. If it is a study, a sunscreen roller or Combi Dimout tames glare while keeping the view, similar to the advice in our home office guide.

Frequently Asked Questions

Can I put blinds in an HDB household shelter window?
Generally yes, using a light fixing such as small brackets on the window recess, but the shelter is a protected structure, so check HDB's renovation guidelines or ask your contractor before drilling into its walls.
What is the best blind for a small deep-set window?
A roller blind or Combi blind usually fits best because the headrail tucks neatly inside the recess. Blackout roller fabric starts from $60/sqm and Combi from $88/sqm.
Will a smart motor work in the shelter with thick walls?
It can, but concrete walls and distance from the router or hub can weaken signal, so test connectivity in the room first. A hub closer to the shelter, or an RF remote, can help.
Do small windows cost less?
Not always. A 1.5 sqm minimum billing area applies on our roller, Combi and venetian products, so very small windows are charged at that minimum.
Should I choose battery or hardwired motors for the shelter?
If sockets are scarce, a battery motor (about $20 to $40 extra, charged every few months) is convenient. If a socket is nearby, hardwired avoids charging.
